A low-level yakuza thug turns himself in for murdering a high-level member of a rival gang, but Kuryu suspects that he's taking the fall for somebody else. Despite pressure from the yakuza legal counsel and the gangsters themselves to prosecute the man they presented, not to mention apathy from the police, Kuryu pursues the case until he's sure about the suspect's innocence or guilt.
